Citizens may submit complaints or reports that fall outside the scope of the above Law 4990/2022. These will be examined by the competent services according to the applicable procedure and shall concern exclusively the following matters:
a. Failure to process citizens’ cases in a timely manner, in violation of Article 4 of Law 2690/1999 “Ratification of the Code of Administrative Procedure and other provisions.”
b. Failure to comply with Article 5 of the same law regarding the satisfaction of citizens’ requests to gain access to administrative documents concerning matters of general interest (e.g., reports, studies, statistical data, opinions, etc.) or to be provided with information and access to administrative documents relating to their case.
c. Breach of the principle of impartiality by an employee in the performance of their duties, in violation of Article 7 of the same law.
d. Inappropriate behavior (e.g., insulting a citizen, using official capacity for personal gain, accepting any kind of benefit for handling a case, etc.).
It is noted that complaints concerning issues examined by committees established under specific legislation (e.g., objections or appeals related to procurement of goods and services, execution of works, recruitment procedures, etc.) will not be investigated.

Directorate of Organization and Development (D/Δ10).
